China's health care big data can integrate many obstacles

In June this year, the General Office of the State Council officially issued the “Guiding Opinions on Promoting and Regulating the Development of Big Data Applications for Health Care ” to incorporate the development of health care big data applications into the national big data strategic layout. But in the face of massive medical big data, how to apply and transform, there are many problems. On August 21st, the “Medical Big Data & Smart Medicine” forum hosted by Songhe Capital was held in Shenzhen. Three representatives from the government, hospitals and enterprises to discuss how medical big data and smart medical care are broken. The industry believes that although domestic medical big data is currently hot, it is still in its infancy, and there are problems such as incomplete data sources, insufficient standardization, and difficulty in securing security. The shortage of health- care information -integrated talents is constraining the development of the industry.

Status: The quality of medical big data is worrying

Sources of medical big data are mainly electronic health records, including data on outpatient treatment, hospitalization, health checkups, child care, women's health, and chronic disease management. From a single patient perspective, medical data includes electronic medical record data, public health data, and home self-monitored medical data for each hospital.

Lin Denan, director of the Medical Information Center of the Shenzhen Health Planning Commission, believes that although big data is booming now, it is only the beginning in terms of medical and health big data, because the entire medical big data infrastructure is insufficient and the quality is worrying.

According to reports, Shenzhen's four-level regional health center currently collects data from 62 public hospitals, 604 social health centers and a number of health institutions across the city. The entire data capacity exceeds 5 T, with more than 5 billion business data. There are about 15 million unique health records for residents. However, Lindner admits that for Shenzhen, which has only a population of more than 3 million, some of the 15 million health files are “dead files”, belonging to the floating population who has left Shenzhen.

China's health care big data can integrate many obstacles

Wu Qingbin, member of the Standing Committee of the Information Technology Committee of Guangdong Hospital Association and Director of the Network Information Center of the First Affiliated Hospital of Jinan University, pointed out that there are currently five problems in the application of medical big data, including hospital data sources, data non-standard, and regional data centralized storage progress. Slow, data security issues and privacy protection issues. This year, the China Hospital Association Information Management Professional Committee investigated the informationization status of more than 400 hospitals. The results show that the highest level of informatization in tertiary hospitals is the management of drugstores, reaching nearly 79%, but only 13 in customer management informationization. %. And quite a few hospitals do not even have an electronic medical record system.

For example, Wu Qingbin said that in the Tianhe Medical Association, which is the central hospital affiliated to the First Affiliated Hospital of Jinan University, some hospitals still use manual payment methods, and how to integrate the medical data of these hospitals is quite a headache. The problem of data standardization is also not optimistic. The use of the unified information coding system in hospitals in 2015-2016 shows that the most used ICD10 is only 83.6%, and the file standard for image transmission is only 60%. Different standards also cause obstacles in the integration of data between “islands”.
